I have been in this situation recently.
I work in a high competitive market and we rely mostly on paid campaigns to drive our sales funnel. As you know for a paid campaign to succeed you need to have a powerful landing page which has all the required elements to convince your target customer and give them a reassurance.
This quarter, we were launching a new service and decided to test waters with a limited budget paid campaign (in our case Google AdWords campaign). To develop an effective landing page, I was confused whether to go with our website agency (with whome we worked before) or to get a landing page builder and do it myself.
In the recent past, we did try website agency to build a landing page for us. It took somewhere around 10-15 days to get that right and most of the time got wasted in the conversation and iterations. Despite our efforts, the campaign didn’t take off as planned and we had limited scope for A/B testing.
So this time, we decided to go with landing page builder. We chose Unbounce and it took me about a day and a half to familiarize with the whole tool and figure out integrations with salesforce.
(Tip: Use Zapier (basic free) for integration)
Results:
We deployed Version 1.0 live in less than 3 days and also tried out a version 2.0 for A/B testing.

P.S: Landing page builder is only useful for designing landing pages and not full pledged website. I would work with a web development agency for a full pledged web development.
P.S.S: Record your customer journey using heatmap analysers or session recorders like Crazyegg or Clicktale for further and better optimization.
